As the Design Systems Handbook, published by InVision’s Design Better, points out:

The act of creation does not inherently create debt—just like spending money doesn’t inherently create financial debt. But using a design system will keep you on budget by keeping your design and code overhead low, while still allowing you to grow and evolve your application.
Design systems are one of the best ways to smooth over any rough spots in designer-developer handoffs. When done well, a design system accounts for all states, variants, instances, and interactions of a product, enabling a developer to execute a new feature with little to no back-and-forth between teams. The documentation that comes with design systems—what components to use and why—can also fill in the blanks and take the guesswork out of implementing and building designs.
Better collaboration between design and engineering teams means that, again, you can ship products faster and scale your business much more efficiently.
There’s an ongoing debate among designers whether design systems stifle creativity. In our experience, these systems have actually empowered product teams, including engineers, to innovate. At the end of the day, design systems are just toolkits that enable teams to better envision what’s possible and build new designs.
For example, design systems speed up the process of creating hi-fidelity wireframes for new features, giving design explorations a more polished look. This ultimately leads to better feedback sessions with internal stakeholders and test users.
